SEPA Poland

Objectives

National banking associations from the SEPA area were asked to create relevant national implementation structures and to deliver national implementation and migration plans.

To comply with this request, the SEPA Poland Structure has been developed (Polish Bank Association Management Boards` decision, June 2006). It has been approved, that co-operation and central SEPA Programme coordination is in national banking community own interest therefore in Poland SEPA Programme implementation structure is going to be allocated within the Polish Bank Association and the PBAs` Management Board is going to be the main decision - making body.

The structure of SEPA implementation coordination at the polish community level has been called SEPA Poland- SEPA PL.

"The mission of SEPA Poland is to prepare the Polish banking industry to implement the SEPA Programme and to perform adapting and coordinating activities in order to migrate to new SEPA payment instruments in a manner that reflects national specifics of the Polish payment system.

The main goals are:

To organize and coordinate the implementation And migration process in cooperation with the National Bank of Poland and relevant public authorities and to coordinate the interbank activities in order to develop the national implementation plan and to implement SEPA".

The main objectives & tasks of SEPA Poland Office:

  • Communication with the relevant stakeholders in order to increasing SEPA awareness.
  • Coordination of inter-bank activities relating to delivering SEPA implementation plans and implementation in the Polish banking sector
  • Dialogue with other stakeholders and support in adapting to new SEPA standards, national consultations, surveys
  • National level Programme Management, Co-ordination of workstreams
  • Intermediary between polish banks, authorities, National Bank, as well as EPC & EU institutions
  • Progress monitoring

to provide the necessary support in the implementation and migration process.

The SEPA Programme coordination & management functions are located at the SEPA Poland Office within the Polish Bank Association (Związek Banków Polskich- ZBP).
The strategic decisions prepared by working groups and SEPA Forum Poland are approved by the Management Board of the Polish Bank Association (ZBP).
SEPA Forum Poland is the SEPA Programme steering body, platform for strategic planning and dialogue between representatives from banks, Polish Central Bank and other stakeholders.

SEPA Forum Poland is the SEPA Programme steering body, a single platform, where common communication policy and interbank proposals are being elaborated. The initial proposals are submitted by working groups and Polish SEPA Programme Manager. Strategic proposals have to be approved by Management Board of the Polish Bank Association (ZBP). SEPA Forum Poland work organization is maintained by ZBP, supervised by ZBP’s General Director.

SEPA Forum Poland may consult the deliverables with the relevant authorities, consumers and users` representatives.

Working Groups

There are 5 Working Groups with over 200 specialists actively involved. The Groups are working on implementation plans in close cooperation with National Bank of Poland, Polish Clearing House and the Ministry of Finance. Working Groups prepare recommendations following the consultations with all the interested parties. These recommendations, following the approval of the Management Board of the Polish Bank Association (ZBP), are the building blocks of the whole SEPA Implementation Plan.

Deliverables & Activities

SEPA- communication- The SEPA PL Office took the role of the main "communicator" - prepares brochures, translates (EPC, EBC and other) documents, maintains SEPA - dedicated website in Polish and acts as a "help-desk" and information for the banking community.
