National SEPA Implementation and Migration Plan

SEPA Poland has been working on the creation of the National SEPA Implementation Plan since June 2007. The Plan is divided into 3 parts; the first part sets out in general the roles and responsibilities of all the main stakeholders. The Plan will be officially published and available through the SEPA Poland website (www.sepapolska.pl). The second part includes two schedules, i.e. the Schedule for the SEPA Credit Transfer Implementation and Migration and SEPA Poland timeframes, and the Timetable for the SEPA SCT Scheme Adherence, describing the procedure. This schedule will be published at the SEPA Poland extranet, available only for the SEPA Poland Members. This schedules are dynamic and may be subject to changes according to the future needs.

NASO - National Adherence Support Organisation

SEPA Poland Secretariat acts as a NASO - National Adherence Support Organisation for the Polish banking community.

NASO SEPA PL participates in the SCT Scheme adherence procedure in order to facilitate the process and to ensure the effective and timely adherence to the SCT Scheme.

The detailed description of the NASOs role is to be found in the EPC`s document: SEPA Scheme Management Internal Rules, SCT Scheme Adherence Guide and the SEPA Poland documents.

NASO intermediates in the adherence process being the contact point for the Proposed Participant and facilitates the process for the polish banks.

The sole responsibility for approving the applications of Proposed Participants lies with the EPC. A NASO may facilitate the administrative process, but in so doing, a NASO does not take on any legal obligations or liabilities.

NASO SEPA PL Responsibilities:

  1. Establish a NASO SEPA PL team and organize the procedure for the national banking community (in order to efficiently carry out the functions and tasks).
  2. Adapt the EPCs adherence procedure for the polish banking community
  3. Identify the banks in the community and report to the EPC (based on a survey performed by the SEPA Poland Secretariat re adherence method and readiness date)
  4. Guidance and support for adherence process
    • Provide guidance on the adherence process.
    • Provide a helpdesk for Proposed Participants on adherence issues.

  5. Collect the Adherence Packs.
    • Organise and manage the collection of Adherence Packs.
    • Register of the Adherence Packs
    • Initial analysis of the Adherence Packs
    • Report on the Application
  6. Submit the Adherence Packs to the EPC
    • Organise and manage the process of submitting Adherence Packs to the EPC.
